  At--http://www.50states.com/--below the lists of states, DC is listed among commonwealths and territories. Since it didn't enter the union, I am right that you look at the date of corporation to find its ruler?

Unless some reincorporation took place (and surely it would be noted here), DC's municipal corporation occurred February 21, 1871 -- under Pisces. (Oddly, I moved here from another Piscean-ruled city, Chicago.)

So, how does all this virgo and pisces mix?

I'd like to mention that one interpertation of the symbolism for Virgo is the "MASTER" AND THE HOLY SPIRIT - The letters M and P

I use the 2 PM chart on April 30, 1789 for the Washington inauguration, this chart places the March 4 inauguration Sun on the 7th house cusp - a person sent to represent the people!

Saturn is also present in the 7th of this chart, the natural ruler of the 10th, the leader, has become a representative of the people.

Congress was sworn in when the Sun was within 4 degrees of a conjunction to the 4th house cusp of this chart.

Pisces on the 7th house and Sagittarius on the 4th of this chart are both ruled by Jupiter in Cancer conjunct the Moon in it's own sign of Cancer. The Moon and Cancer sextile the ascendant and trine the descendant and Saturn in the 7th.

  Any one who is familiar with the yearly movements of the sun, will note that, inspite of what Ovason says in his book, that the sun also sets on Pennsylvannia, as seen from the Capitol Building in May, as well as the August date that he emphasizes.
Note that the other arm of the so called compass that radiates from the Capitol, Maryland Avenues, which is symetrical to Penn Ave, sees the sunset over the Jeff Memorial in Feb and November.
Astronomers will recall that these four times were celebrated by the Druids as Sabbaths, and have come down to us a Cross-Quarter days.
Ovason is dead wrong that Penn Ave accents ONE SUNSET. The sun sets in the same place in May as it does in August.
